Judith Higgins is a veteran, a small business owner, an educator, and a human resources administrator. Moreover, she is a community volunteer and public servant, having served as a School Board Director for Eastern York School District for 17 years, 10 of which she also served on the Lincoln Intermediate Unit 12 board. She focused on working collaboratively for the betterment of students while being fiscally responsible for residents. Throughout her career, she has advocated for healthy public education and practical job training to empower people and communities to thrive, not just survive.
A natural analyst, and experience in organizational and policy development, Higgins does not look at things in isolation, but rather the impact policies and services have up and downstream, short and long term. She possesses a bachelor’s degree in public administration, a master’s in human resources, and a doctorate in adult education.
Higgins and her husband Kevin have lived in Lower Windsor Township for more than 25 years. They raised their three sons, Josh, Sean, and Ryan, gained two daughters-in-law (Jessica and Shayna), and three grandchildren (Aden 13, Matthew 4 and Emma 2).
Compassionate, collaborative, and focused on creating opportunities, Higgins believes that a good leader serves the people, not the other way around. Her entire life has been one of service to uplift, educate, and empower people to thrive, not just survive.
